They are special rewards for people who go above and beyond to earn them. They are not strictly equal to their T10 tech tree equivalent. They are unique ships with different economics(?) and camos (5000 doubloons worth of extra straight off). WG had artificially raise the cost with introduction of each and every new ship and its not just FXP either why the hell can you get an OP cruiser like Alaska ( can we say its not op when compared to like of the same USS tech line cruisers, both of those T9 ) for that price but all we've able to get on a DD is a niche ( though interesting niche ) variant vs the tech tree T9. and in fact even 1 Million for Frisk can be termed expensive. let's just say it, in the end, GREED is the only reason why its priced so. go do the math, how much does a T9 CA cost vs a T10 DD ( same nation ), just pick any countries tech line with both and do the math. And the vicious cycle of balancing will go on. However you can mark my word the next T10 FXP ship would be grossly overpowered again (maybe Slava because it's Russian after all). In this case, Hayate is WG's answer to the complaints about the new ships always powercreep the existing ones. However as I said on another thread before WG is currently playing the reverse psychology card against the playerbase. OP also stated about Hayate which everyone can agree the ship is too mediocre for that price.
And as long as WG keeps the restrictions as they currently are, the said factor will remain in place. I'm saying one of the decisive factor on why the T10 FXP ships are twice as expensive than their T9 counterparts is the fact that some battles are restricted to T10 ships only (e.g. artifically restrict supply so that there is "value" in your product. The reason basically apart from what I said earlier is artificial scarcity. It costs the same to make a T1 and a T10 ship. A lot of what determines real life pricing depends on the input costs (BoM) AND excise/import duties, blah blah blah.
